ActionComics I do not know who put this up, but it is worth a look at. This is the first issue of Action Comics from June, 1938, and features the introduction of Superman to the world of Comic Books. A year later Superman got his own series.. Viewable online as JPEG. This issue sold for 1.5 million last year (and it is yours for free).
AdventuresOfSpawn Spawn X, the Redeemer and the robotic Omega Spawn team up to fight the evil Mammon, Overkill, Cy-Gor & Tiffany and prevent them from obtaining the 13 relics of ruin. Available for online viewing in JPEG are the preview and 2 issues.
AlphaShade has 4 comic series. These vary in length. Not sure if they are still ongoing. Some are multi-frame color and some appear to be black and white.
AlterMeta is a multi-frame color web comic that has been running since June, 2009. A story of "sex, dragons and rock & roll."
AndyRunton offers some of his "Owly" comic books for download in pdf and some mini-comics for online viewing as GIF. These are children's books, but also have appeal to adults.
BBC Cult BuffytheVampireSlayer Ecomics 11 full Buffy ecomics for reading online. Can be saved as jpeg one page at a time.
BBC DrWho Writer's Comics 10 Dr. Who comics for reading online through flash player. These appear to all be only 5 or 6 pages long.
BorderWalker Apparently this site has not been updated in quite some time, but there are still 10 comic series available for online viewing (and saving as jpeg). The ones I looked at were no more than 3 chapters long with 6-7 pages each chapter.
BrendanCahill features the flash based web comic, "Outside the Box" for online viewing. Interesting graphics and display and an entertaining run.
CaptainConfederacy An alternate reality tale written some 20 years ago available for online viewing as JPEG at the site or the site has link to download at Internet Archive as CBZ. The second series of this was apparently published by Epic Comics and featured the first black female superhero with her own series.
Cigarro has been running the Cigarro & Cerveja black and white multi-frame comic since 1998. Looks like November, 2010 marked the beginning of a new comic Primatology.
ComicWeb About 20 old time (1930s to 1950s) comics available for free online viewing as pdf. One link I checked was dead, but it appears most all still available. Also old time radio podcasts available for free.
DarkHorse The MySpace page of DarkHorse offers 144 comics separated into 36 issues (4 comics each) for online viewing in flash. Stories and graphics appear to be very good, but I had a hard time centering in my screen. Last updated July, 2010.

has 20 unique free works in its Comics & Graphic Novels category. All are available to read online or download in ePUB and some are also available in PDF. GirlGeniusOnlineComics has the comic version of Girl Genius viewable online as JPEG. There are 10 volumes available for free viewing.
GirlsWithSlingshots is a multi-frame color web comic that has been running for 1159 entries. Interesting series.
Goblins started out as a block and white webcomic and now is a multi-frame color webcomic updated every Tuesday/Friday. It has been ongoing for a while as there are 4 books worth in the archives which go up to February 15, 2011. So you have to go back a bit on the main page to keep in order. GoComics Not comic books, but an unbelievably through listing of comic strips from beginning to end (which could be considered a book). These are viewable online as GIF. Registration is not required to views, but the free registration will allow some other features.
GoldenAgeComics An UK site very similar to DigitalComicMuseum above, but appears to have some varied entries. From my quick look there appeared to be over 7000 files available for download. All files are public domain comics. Free registration required.
GraphicSmash has a large listing of comic series available for online viewing as JPEG. Click on the "Comics" link at the top of the page for complete listing. These appear to go to the latest release, so click on "Table of Contents" at the release page to go to start.
GravitywellProductions 8 different comic books series for online viewing in jpeg. Half have only one issue, the others have several issues.
HeartShapedSkull presents the adventures of Serenity Rose and friends and others in some unique ramblings that I found interesting.
Heroes NBC offers a large collection of comics based upon the TV show for online viewing in their flash player. There are 173 chapters.
HiddenRobot offers the first two issues of Cross Bronx Online for free viewing in JPEG. I did not get all the way through to see how many pages, but there seems to be a good bit of content in these two issues.
Hobotopia features the one frame webcomic "The laugh out loud cats". The main link here leads to the archives, which do not include the latest releases (if you want to go in order.from the archives go to April, 2010 on the latest). Suggested by MrWednesday7 (James).
IKKI Online manga magazine featuring 13 manga series for online viewing in their flash viewer. I had some trouble with getting the flash viewer to properly show the pages, but that may just be me. Click on the "Series" button.
JohnnySaturn is a very professional looking multi-frame color web comic that has been running since January, 2006. it is on the 14th book. Has that classic American superhero comic feed.
KyokiPress offers 7 comic series by Kaichi for online viewing as GIF.

Messenger is an online comic novel started back in 2004 and still running today. A scifi/fantasy work set in a future post apocalyptic Earth. It follows several different characters throughout. Viewable online as PNG.
ModernTales Most of the comics here appear to be strips, but there are also some downloadable comic books. All are unique and original.

offers the graphic novel, "The Clock Strikes" for free download for Sony reader (LRF).Newsarama nice size collection of varied comic books for online viewing through their viewer as jpeg. I was not sure if this page listed all free and full comics so I will also post the search page for free and full.
OnlineComics boasts of access to 7,635 comics online. The ones I looked at linked off site, so viewing/download options probably vary, but the ones I saw were all viewable online in JPEG. Searchable by genre, style and format.
SluggyFreelance is a black and white web comic that has been running since 1997. Appears that the format has changed at least once over that time.
SteveUy has the 5 issues of his graphic story, "Feathers", available for online viewing as JPEG. The site calls them previews, but it appears the complete works are available.
SuperheroUniverse A unique collection of comic books created by the webmaster and other members. Original and interesting collection viewable online as jpeg.
TheGoldenYearsLibrary A good size collection of public domain comic books with unique entries. They are available for online viewing in jpeg. The site apparently has not been updated since 2004, but all the links I checked were still good.
TopWebComics A site dedicated to the promotion of web comics. It has links to a 3101 web comics and a voting system for fans, by which the comics are ranked. Suggested by J_L

WebcomicsNation Large listing of web comics in a great variety of genres for online viewing as JPEG. These appear to be works of newer writers looking to gain an audience. Reviews and "Popular" lists for today and all time can help find interesting works.
XKCD a simply drawn webcomic that starts out pretty basic and evolves over time. there are 895 entries. "A webcomic of romance, sarcasm math and language". thanks to MrWednesday7 (James) for this.
ZombieHighway The people at ZombieHighway have offered up two free "creepy" comic books for Halloween 2010 in pdf. These are still up, but not sure for how long.
Zortic Appears to be 130 pages of content for online viewing as JPEG. Navigation is a bit hard as the archive list takes you to the last scene of an Episode. The link starts on page 2 of Episode 1 Act 1 and you have to scroll down to start and then go to page 2 of that episode and scroll to bottom of page to continue.
